Diagnostic view over the raw hot-KV metering tail. This page manually reconstructs NCU and NRU from underlying HEA_METER_* events, separates visible Q/A from internal runtime rows when turn identity is available, and is meant for debugging only.
Uses /api/insight?action=listLogs (hot-KV tail only). Visible questions use distinct turn_id when present; runtime rows stay raw. Use HEA Spends Viewer for canonical KPI reporting.
